Community Living & Intermediate Rent Schemes

Our Community Living and Intermediate Rent Schemes are one or two bedroom apartments. They are designed for people in employment and on a low income.

These are our designated non-family homes, unless you have access to children who stay with you for part of the week.

All flats come unfurnished which allows you the freedom to create your perfect space.

Although the intermediate rent schemes can cost a little more than other CCHA properties, you’ll have access to great benefits that come with being a CCHA tenant:

Community Living & Intermediate Rents Explained: Community Living Scheme

These are one or two bedroom homes that may also include water and/or heating costs. Rent and service charges range from £84 – £109 per week for a one bedroom flat, and £98 – £118 per week for a two bedroom flat. There’s no upfront bond payment, either. If you’re in need of housing, employed on a low income and/or doing voluntary work in Cardiff, you may qualify for a Community Living scheme. If you’re interested in applying for this scheme, you’ll need to be earning around £15,000 – £25,000 per year, before tax.

Intermediate Rent Scheme

Unlike the Community Living scheme, intermediate rent means that the rent you would pay on these properties are similar to the costs in the private rented sector, and a bond payment is required in advance. If you’re interested in applying for this scheme, you’ll need to be earning around £25,000 – £30,000 per year, before tax.

How to apply:

To apply, you will need to contact Cardiff Council and submit a Common Waiting List application form.

The drop-down list above lists the locations of our community living and intermediate rent schemes. Make sure to select these areas in your application form. You will also need to tick the section which asks if you are interested in being considered for the schemes.

We cannot estimate how long you will have to wait for an offer once you’re on the common waiting list. It will depend on availability, the points you are allocated on the Cardiff Common Waiting List, and the number of other applicants registered.

We will regularly send you a screening form to check that you are still looking for accommodation, and still meeting our income requirements.

When you are shortlisted for an available property, we will let you know and invite you to attend an interview. This interview is nothing to worry about. We would like to hear any questions you may have, as well as learn more about you and any needs you may have.

When you are shortlisted, you’ll also need to provide three pay slips to check if you meet the income requirements. If you are self-employed, then you’ll need to provide your last tax return. If you do voluntary work, then you will need to provide proof from the agency you volunteer with.
